25% DMSO?

Could someone please tell me what it means when they say you shouldn't use more than 25% strength DMSO in the cocktail? Does that mean taking the Rimso stuff and having it make up no more than 1/4 of the entire cocktail volume-wise? Or, does it mean somehow diluting the Rimso? I am going in Dec. 30 for an instillation for the first time since the research results came out about the 25% issue, and I want to be sure to inform my doc about it. They don't see many IC patients. Here's the way I understand it. Rimso 50 is 50% DMSO; normally it is diluted with a saline solution before it is instilled. In my case, 25cc of Rimso 50 is mixed with 20cc saline, then lidocaine is instilled into my bladder first. So I am getting a solution that is just under 25% DMSO.
