Greater Access to Better Health Care

"The technology and scientific basis to adequately manage pain is known" is one of the findings of the Conquering Pain Act which also estimates that chronic pain affects at least 50 million Americans and is often untreated or under-treated and that even the terminally ill are left suffering.

The significance of this bipartisan legislation is that it is aimed at nailing down what is possible and appropriate, right now, at the federal level. This is a "whole pain bill." It is designed to get patients, families and providers to work together, to learn from each other, and develop pain management strategies that will be best for the patient. It will develop and provide clear and accessible guidelines and standards. If a loved one were in need, anyone could pick up the phone and find someone who could help access appropriate care.

The Conquering Pain Act will allow for greater access to better health care.

  • It will develop an Internet site with evidence-based practice guidelines.
  • It will establish Family Support Networks that develop and build on community resources. The Networks will utilize interdisciplinary medical personnel who will work to provide 24-hour access to information on appropriate care.
  • Develop standards of quality care and practice and incorporate physician education and competency review.
  • It will examine the existing legal and financial barriers to quality care.
  • The General Accounting Office will survey both public and private insurance providers' reimbursement policies to see if they hinder patient access to pain and symptom management.
  • The Advisory Committee on Pain and Symptom Management will improve the coordination of Federal policy, research and information.
  • The National Institute of Health's national conference in 2003 will offer the opportunity to discuss ways research can be put into practice.

The Conquering Pain Act offers hope and care for millions of Americans now covered under Federal health plans. It is a great and exciting beginning. It is good, practical, and compassionate legislation. State legislation would have to be changed to address those under other health programs. The success of the Conquering Pain Act will give impetus to such changes in the future.

As Interstitial Cystitis patients, it is imperative that we work for better pain management. Don't take good care for granted, demand it.

Write or call your representative and senators and urge them to co-sponsor both The Conquering Pain Act and The Advanced Planning and Compassionate Care Act.
